အဆိုပါစီမံကိန်းများမှာ ရေနံနဲ့ သဘာဝ ဓာတ်ငွေ့တူးဖော်ရေးများ ပါဝင်ပြီး တူးဖော်မှုကို ဖက်စပ်ကုမ္ပဏီ က လုပ်ကိုင်ပြီး ထွက်ရှိလာသော သဘာဝဓာတ်ငွေ့များကို တရုတ်က ဝယ်ယူသည်။
စီမံကိန်း(၁) ၊ (၂) ၊ (၃) ကို ပိုမိုတွင်ကျယ်စေမည့် ကျောက်ဖြူအထူးစီးပွားရေးဇုံ စီမံကိန်းကို အကောင်အထည်ဖော်ရန် တရုတ် နှင့် မြန်မာအစိုးရ တို့ ကျောက်ဖြူအထူးစီးပွားရေးဇုံစီမံကိန်းကို လက်မှတ်ရေးထိုးခဲ့ကြသည်။
